sometimes the rain comes down so much you wonder how the road engineers strike

a balance between saftey through adequate drainage and cost of the road. if the fixed cameras automatically reset in bad weather and were able to take pictires in the gloom , that would be a way to slow down traffic and hence not require such big investment in being able to drive at excessive speed in bad weather.
